By accessing or using our website, Telegram bot/mini app, or Outline VPN servers (the “Service”), you agree to these Terms of Service.

1) What We Provide

We operate and manage Outline VPN servers and a Telegram Mini App that issues per-user access keys compatible with the official Outline client.
We do not provide internet content, file hosting, or telecom services.

2) Eligibility & Accounts

  • You must be at least 18 years old (or the legal age of majority in your region).
  • Your account is linked to your Telegram ID — keep your keys secure.
  • You are responsible for all activity using your Outline key(s), including if shared.

3) Subscriptions, Billing & Taxes

  • Plans are pre-paid and measured by data allowance (GB) and duration (e.g., 1M, 3M).
  • Prices are shown in MMK and may include applicable taxes.
  • No auto-renewal unless you enable it explicitly.
  • Receipts are delivered via Telegram or email upon request.

Refunds

Refunds are provided only when required by law or in cases of:

  • Documented service-side faults within 48 hours of activation.
  • Duplicate or fraudulent payments.

Consumed data cannot be refunded. Contact support with your Telegram ID and payment proof.

4) Fair Use & Network Management

We may:

  • Rate-limit or restrict abusive traffic patterns.
  • Rotate IP addresses and apply anti-censorship routing.
  • Block ports/protocols commonly tied to abuse.

We aim for 99.9% uptime, but uninterrupted service is not guaranteed.

5) Acceptable Use

You may not use the Service to:

  1. Violate laws, sanctions, or export controls.
  2. Infringe on IP or privacy rights.
  3. Distribute malware, conduct DDoS, spam, or control botnets.
  4. Share or distribute illegal content (including CSAM).
  5. Engage in fraud, phishing, or scams.
  6. Interfere with Service integrity or others’ use.
  7. Resell or sub-license access without permission.
  8. Use in high-risk contexts (e.g., life-critical systems).

We may suspend or terminate access for violations or urgent risks.

6) Privacy

  • We do not log your traffic, DNS queries, or browsing activity.
  • We collect minimal operational data: total bytes in/out per key, server load, crash logs.
  • We store Telegram ID and billing metadata.

7) Outline Client & Keys

  • Use only the official Outline client.
  • Keep your keys secure.
  • We may revoke compromised or abused keys to protect the network.

8) Availability & Uptime

While we strive for high availability, the Service may be interrupted by maintenance, updates, or third-party outages.

9) Disclaimers

The Service is provided “as is” without warranties of any kind, including implied warranties of merchantability or fitness for a particular purpose.
We do not guarantee uninterrupted or error-free service.

10) Limitation of Liability

To the fullest extent allowed by law, PassThru VPN will not be liable for:

  • Indirect, incidental, or consequential damages
  • Loss of profits, data, or goodwill
  • Any amount exceeding what you paid in the last 3 months

11) Suspension & Termination

  • We may suspend or terminate accounts for violations, legal obligations, or abuse.
  • You can stop using the Service at any time.
  • Prepaid amounts are non-refundable except as stated in Section 3.

12) Changes to the Service or Terms

We may update these Terms periodically. Material changes will be communicated via our site or Telegram. Continued use constitutes acceptance.

13) Governing Law

These Terms are governed by the laws of the jurisdiction where PassThru VPN operates. Disputes shall be resolved in that jurisdiction unless local consumer protections apply.
